What's going on

Prediction markets — platforms that let users trade on the outcome of events — exploded in 2024-2025, with platforms like Kalshi and Polymarket handling billions in volume on elections, sports, and current events. The CFTC has primary federal jurisdiction over event contracts, but most platforms argue their products are derivatives, not gambling, which puts them in a regulatory grey zone.

That ambiguity is what this legislation tries to resolve. Bills in this tracker generally do one of four things: (1) ban certain prediction-market contracts (sports betting, election outcome markets, death/assassination markets), (2) regulate operators through licensing, taxation, and disclosure rules, (3) restrict who can trade (under-21 bans, public-official trading bans, insider-trading rules), or (4) study the market's impact on public health and election integrity.

The federal bills in this tracker are mostly Democratic-sponsored; state-level action is split. Kentucky, Minnesota, Tennessee, and Utah have already signed PM-restriction laws in 2026. New York, Illinois, Ohio, and Pennsylvania are the next likely movers.
